Together for Early Childhood Evidence Phase II Final Report

Originally convened in 2018, Together for Early Childhood Evidence has been promoting early childhood data and measurement in low- and middle-income countries. Since 2020, the early childhood education Measure Group at the University of Nebraska Medical Center has hosted Together for Early Childhood Evidence as part of USAID’s Research Technical Assistance Center, in partnership with NORC at the University of Chicago. The early childhood education Measure team is grateful to USAID and NORC for their support of T4ECE in its 2nd phase. This report details the activities and lessons from Phase II of Together for Early Childhood Evidence.

Introducing USAID’s “Pre-primary Education How-To Note”

Studies show that access to pre-primary education can reduce grade repetition, decrease dropout rates, and improve the overall well-being of the learner and their community. Prior to the pandemic, only 50 percent of children worldwide were enrolled in pre-primary education. In lower and middle-income countries, as few as 20 percent had access. Today, even fewer children are attending because of the pandemic. USAID created a Pre-Primary Education Guidance Note to help education practitioners learn more about designing high-quality pre-primary education activities. Better educational outcomes lead to more opportunities later in life, driving overall economic growth.

Early Childhood Care & Education Quality Assurance Systems in Africa

Research has consistently demonstrated the value of investing in quality Early Childhood Care and Education for improved later learning outcomes of students. While countries throughout Africa have made significant progress in building their Early Childhood Care and Education systems, there remains much room for improvement to ensuring quality of all ECCE facilities. This report reviews Early Childhood Care and Education Quality Assurance Systems in 14 countries in Sub-Saharan Africa based on survey data collected from each country’s Ministry of Education and discussion with key stakeholders across the continent.

Based on the results of the survey, discussions were held with key stakeholders to learn about ground-level issues in Early Childhood Care and Education facilities and QAS. These stakeholders included government representatives, donors, NGOs, and research institutions across Africa. Discussion centered around several themes aimed at establishing and improving Early Childhood Care and Education QAS within their own countries.
