As the key leader – Chief Executive Officer of OneWorld Community Health Centers, since 2004, Ms. Skolkin expanded access to care, tripling the number of patients, visits and types of services offered at the health center.  The health center provides, in partnership with the community culturally respectful quality health care with special attention to the underserved.  Ms. Skolkin led the health center to establish school based health centers, a satellite clinic in Plattsmouth Nebraska, multiple WIC locations, a partnership with the government of Mexico for the “Ventenilla de Salud”, an on-site urgent care center, radiology, vision and pharmacy services, a mobile dental clinic, health promotion and medicaid outreach programs, and an organization-wide dashboard linking organization performance improvement initiatives to the strategic plan.  During her tenure, the number of staff has grown from 75 to 200, the budget from $4 million to $19 million.

She was the visionary for the establishment of a separate corporation of community health centers to implement a shared electronic health record and data center as well as the establishment of the Health Care Association of Nebraska.  Her leadership led the health center to a new vision for 2016 to double the number of patients cared for; including the construction two buildings immediately adjacent to Livestock Exchange Building creating an affordable housing and primary care campus, including 32 units of affordable senior housing, a new women’s health center, expanded urgent care, pediatrics and adult medicine, administrative offices and certification as a patient centered medical home.

Her prior experience includes five years as Executive Director of Hope Medical Outreach Coalition building a specialty care network for the uninsured and related interpreter services.  Ten years as Executive Director of Metropolitan Area Agency on Aging, St. Paul, MN:  leading a multi-site, multi-county, multi-discipline supportive service and funding program for frail elderly. She is a member of several Boards of Directors including the Greater Omaha Chamber of Commerce, founder and chair of the Heartland Community Health Network and the Health Center Association of Nebraska, a board member of the Heartland Worker Center, Hope Medical Outreach Coalition, the Area Health Education Center and a member of the LiveWell Coordinating Council.

Ms. Skolkin obtained a Master’s degree in Public Administration from Loyola Marymount University in 1983 and a Bachelor’s degree from the University of Colorado at Boulder in Sociology in 1977.  She completed the Great Plains Public Health Leadership Institute and the Johnson and Johnson/Health Resources and Services Administration Health Care Executive Institute, Indiana University Fundraising Program and the American Hospital Association Health Forum.

Ms. Skolkin was awarded in 2011 “Woman of the Year” by the Women’s Center for Advancement Woman and was a finalist for the Greater Omaha Chamber of Commerce Woman in Business Award.  Other awards for the health center include:  University of Nebraska Medical Center Award for Reducing Health Disparities, South Omaha Community Care Council Community Organization of the year, Non-profit of the year by Greater Omaha Chamber of Commerce, Organization of the year by South Omaha Neighborhood Alliance and the recipient of a visit from the President of the United States, George W. Bush in 2007.
